BHP Architects was selected to remodel and refurbish the listed buildings occupied by the GDC. Careful planning was required to ensure the minimum of disturbance to the running of the Council during construction.

Each of the five floors was totally remodelled to include new finishes, ceilings, services, partitions, furniture, IT net-working, new toilets and windows. The existing double height dining room, fronting Wimpole Mews, was remodelled using movable acoustic walls, allowing flexibility of use for both dining and seminars. A new Council Chamber was created in the lower ground floor.
